Position available for V-PIRC and manager of PEATCs Regional Office in Richmond

Job Summary: The V-PIRC Director manages the strategic planning, implementation and coordination of the Virginia Parent Information Resource Center (V-PIRC) program and the Richmond Regional office. The V-PIRC Director regularly reviews progress with the Executive Director, and coordinates with staff and other PEATC programs to ensure that Federal resources are being used to their fullest extent.

Reports To: Executive Director

Required Knowledge, Skills and Abilities:
• Knowledge of federal and state regulations relating to various aspects of early childhood and K-12 education in urban and rural settings, including working knowledge of parent-school-community partnerships and the No Child Left Behind (NCLB) Act.
• Proven track record of working with culturally, socioeconomically and geographically diverse families. Ability to integrate family-centered and culturally competent principles throughout the organization, its activities and projects.
• Leadership skills and experience using the principles and strategies of systems change, group facilitation, and conflict resolution to establish and support family/school/community partnerships.
• Demonstrated successful experience in obtaining, managing and reporting federal and state contracts and grants.
• Demonstrated ability to meet deadlines, manage professional staff, set priorities and balance competing demands.
• Demonstrated ability to communicate clearly and concisely, both orally and in writing in a manner that can motivate organizations and audiences to work collaboratively to promote positive change.
• Proficient in PC-based computer skills, including the Internet and Microsoft Office Suite programs, i.e., Word, Access, Outlook, Excel, and PowerPoint.
• Driver's license, reliable transportation, proof of automobile insurance and the ability to travel throughout the state.
• Available to work evening and weekend hours including overnight stays out of town.

WORK ACTIVITIES
• Responsible for the overall operations of the V-PIRC and Richmond Regional office including administrative, financial, public relations, program development and program implementation.
• Supervise the development, activities and reporting of outreach initiatives, school-parent compacts, support of local level parent activities, individual assistance and collaborations between schools, juvenile justice and other organizations. Reports this to the Executive Director.
• Develops and manages contracts with individuals, agencies and organizations, with regards to V-PIRC.
• Represents PEATC at local/state/national meetings, trainings and on committees in order to represent the voices of Virginia's families, schools and communities and promote positive change.
• Establishes and fosters collaborative activities and partnerships with other organizations, educational institutions, state agencies, advocacy and community groups, parent centers, and businesses that support PEATC's mission and philosophy.
• Responsible for the collection, analysis, and reporting of program impact, implementation and evaluation data; budget management, cost projections, and accounting; documentation of performance through AIMS, post presentation and outreach reporting; weekly, quarterly, and annual reports.
• Supports the V-PIRC through communications; the development and dissemination of materials; media releases; the website; and E-news.
• Accountable for providing guidance, resources, support and supervision that will enable staff to be effective in promoting positive futures for Virginia's children.
• Program responsibilities include training, technical assistance and evaluations consistent with the guidelines of the US Department of Education
• Supervises the work of the Richmond Regional Office staff to include: establishing goals, assigning projects and ensuring that performance meets or exceeds expectations.
• Prepares the annual budget for the V-PIRC with the Executive Director of PEATC. Analyzes previous year's expenditures; projects anticipated revenues and expenses; controls expenditures as per budget parameters and approves invoices.
• Administers, oversees and maintains policies and procedures established by the Board of Directors and provides direction in establishing Association policies and procedures.
• Staffs the V-PIRC advisory board
• Perform other duties as assigned by the Executive Director.

Employment Standards: Any combination of education and experience equivalent to a Bachelor's degree in education, management or related field, and at least two years demonstrated leadership with a human services organization.

Compensation Package: $55,000 - $65,000 / year for full-time employment
