The Virginia Department of Education’s (VDOE) Obligation to Review and/or Assist School Divisions Regarding Federal Civil Rights Laws

The guidelines for eliminating discrimination and denial of services on the basis of race, color, national origin, sex, and disability, refer to 34 C.F.R. Part 100, Appendix B (Guidelines) is a federal regulation to ensure that each student has equal access to career and technical education (CTE) programs.

School divisions that offer CTE programs (career centers, alternative schools, regional career and technical centers, and any other facilities
offering CTE program) are subject to civil rights compliance in the following OCR designated required areas:

  • Administrative
  • Employment
  • Counseling
  • Recruitment
  • Access and Admissions
  • Services for Students with Disabilities
  • Accessibility
  • Comparable Facilities
  • Student Financial Assistance
  • Work-Based Learning
  • Site Location

The Guidelines require the VDOE to monitor school divisions for CTE civil rights compliance with the following civil rights laws:
