You are invited to participate in a forum regarding the implementation of Individuals with Disabilities Education Act (IDEA). COPAA, under agreement from The National Council on Disability, is conducting research for a five (5) report series. The findings in these reports will primarily serve to assist policymakers, including the White House and Congress, and state and local education agencies with insight needed to make policy decisions designed to improve outcomes for students with disabilities. We believe it is essential for all stakeholders, including students with disabilities and those who support them, to participate and have a voice in the reports and recommendations for practical improvement of policy that significantly impacts their lives.

If you choose to participate your answers will be kept confidential and your personal information will not be shared with anyone outside the research team. Being in this study is voluntary.

Specific Topics to be addressed as part of the research include:

  • Monitoring and Enforcement of IDEA Compliance
  • Broken Promises: The Underfunding of IDEA
  • English Language Learners with Disabilities and IDEA
  • The Continued Segregation of Students with Disabilities
  • IDEA and Every Student Succeeds Act (ESSA)

Please note that participation is limited to 25 in each session. If you are unable to attend a forum and would like to submit feedback on your overall experience with special education services and supports under the IDEA please send an email to Please be sure to include background information, such as where you live, your child’s gender, disability, grade, primary language, and if your child is eligible for free or reduced lunch at school.
