"Addressing Anxiety and School Phobia through the Special Education Process"

During this presentation participants will discuss what the Individuals with Disabilities Education Improvement Act (IDEA 2004) requires related to students with anxiety and school phobia. Emphasis will be placed on the determination of eligibility of such children for special education and related services and the determination of the least restrictive environment for these students.

There will be time for questions from the participants as well.

ABOUT THE PRESENTER: “Hank” Millward is currently employed by the Virginia Department of Education (VDOE) as the Director of the Office of Specialized Education Facilities and Family Engagement (SEFFE) in the Division of Special Education and Student Services (SESS). Prior to his new assignment, Mr. Millward served as the Associate Director for the Office of Dispute Resolution and Administrative Services (ODRAS). His primary duties include speaking with parents regarding their concerns associated with their child’s special education program and assisting them in resolving those concerns. Additionally, Mr. Millward is responsible for providing leadership to the state operated program (SOP) personnel, the private school licensing specialists, the VDOE parent ombudsman and family engagement specialist; who provide oversight of all of VDOE’s activities related to family engagement for families with students with disabilities.
