Who pays for CSA services?

Four different state agencies combine funds into one pool to provide services to high-risk children and youth. These agencies are:

  • Department of Social Services
  • Department of Education
  • Department of Juvenile Justice, and
  • Department of Mental Health, Mental Retardation and Substance Abuse

The Department of Health makes in-kind contributions to the pool. Local governments also contribute funds to pay for services in their communities. Parents or other responsible persons contribute to the cost of these services, based on income and other factors.
